We are pleased to announce the promotion of three dedicated attorneys here at Frost Law: Kaitlyn Loughner, Rebecca Sheppard, and Peter Haukebo!
These three attorneys have shown leadership qualities since becoming Frost Law team members. Kaitlyn Loughner, Esq., CPA
Kaitlyn joined the firm in 2012 and has been essential in growing Frost Law to 30+ attorneys. As a tax attorney and CPA, she is well versed in the intricacies of working with the IRS and other collection agencies. With this skillset, she is specially equipped to both manage complex tax controversy cases and to train new attorneys to deliver exceptional outcomes.
Kaitlyn is also the co-chair of Frost Law Pro Bono Department. Her willingness to help with pro bono work in the community, alongside Rebecca Sheppard, Esq., has been recognized by the Pro Bono Resource Center of Maryland and the Maryland Volunteer Lawyers Service. Since 2017, Kaitlyn has been named Super Lawyers ‘Rising Star,’ and in 2021 she was named Best Lawyers ‘Ones to Watch’ for her work in tax controversy.

Rebecca Sheppard, Esq.
Rebecca has been with the firm since 2016 as an integral part of our Tax Controversy Practice Group. She leads on a variety of complex tax matters, both locally and throughout the country, regarding individual income and corporate income tax, sales and use tax, tax relief and collection issues, appeals, and state and local tax matters.
Rebecca established and continues to expand the Frost Law Pro Bono Department as co-chair alongside Kaitlyn Loughner. Notably, the Maryland Volunteer Lawyers Service and the Pro Bono Resource Center recognized her efforts this past year and awarded the firm the 'Law Firm Pro Bono Service Award'. She is also a Ronald J. Schiff award recipient for her work with low-income taxpayers. She has also been named a Super Lawyers ‘Rising Star’ and in 2021 she was named Best Lawyers ‘Ones to Watch’ for her work in tax controversy.

Peter Haukebo, Esq.
Peter joined the firm in the Tax Planning and Criminal Tax Practice Groups in 2018. He has extensive experience settling disputes between agencies such as the IRS and taxpayers, as well as providing mentorship to new attorneys at Frost Law. Peter is also the chair of the Legal Innovation Department at Frost Law, where he's helping to increase access to justice and reshape how tax controversy professionals work.
Peter frequently gives presentations on topics of interest to the legal community. Most recently, he presented alongside Rebecca Sheppard, Esq., on the Payroll Protection Program and the Employee Retention Credit.
Peter's contributions over the last 7 years with the MSBA Tax Section Council, including topical presentations and membership involvement, factored significantly in the Tax Section being recognized with the Presidential Best Section for Benefiting the Public Award. Peter has also been recognized for his individual work as well, being named Super Lawyers ‘Rising Star’ since 2019 and in 2021 was named Best Lawyers ‘Ones to Watch’ for his work in tax controversy.
